Migration from Sgctl to Spctl.

• Migrating Maven and Gitlab config to git.eliatra.com repos with new project name
• Manual migration of all searchguard, sg, sgconfig to eliatra_suite, sp, spconfig... (Migration start:)
• Removed some sonarqube bugs and code smells
• Migration eliatra_suite and leftovers to eliatrasuite, version updated (Migration end:)
• Imported eclipse code format profile from plugin (was missing)
• Reverted sonarqube changes, restored original formatting
• Reverted sast/owasp changes as not part of migration
• Reverted _sg_ headers
• Migrated suite dependencies and packages to new ones
• Api migrated to /_eliatra/security

Comments :

1. Deletion of this branch must be performed later when all three projects (plugin, spctl, integration-tests) will have been merged and fully tested.
2. This merge request need to be performed after the plugin, then integration-tests in this order.
3. The suite.version in pom.xml needs to match plugin one when merged
