License APIs such as /_eliatra/security/license should not be in the security name space

• Look for all license related endpoints and list them in this issue
• Remove security component (i.e. move to /_eliatra/license) but keep old name as an alias (add comment that it is deprecated)
• Search for usages of old endpoints in Dashboards plugin and spctl and file an issue for each usage
• Adapt docs (see for example https://docs.eliatra.com/security-plus-enterprise-edition )
