Remove test dependency on spctl from Eliatra-suite

As mentioned in SG issue 95, there is a cyclic test dependency between Spctl and Eliatra-suite. This leads to chicken or the egg syndrome breaking both products CI/CD.

Eliatra-suite's ComplianceAuditlogTest.testReadWriteSourceSpIndexSpctl test has been commented temporarily in order to allow build.
